GovMax supports the strategic planning process by directly linking all budget items to one or more of the organization’s strategic initiatives. The management system:
- Provides a tool to facilitate the execution of the strategy map
- Shows how key management processes effect the county’s Balanced Scorecard
- Provides for the alignment of organizational capital and operational expenses to core service deliverables in support of the corporate strategic initiatives
- Creates a performance-driven culture by mapping how contributions at the employee level connect back to the organization and community level objectives
The can best be understood by looking at the GovMax Performance Management Model shown below.

In the upper left corner is the Sarasota County government at the strategic plan level, and to the right the community goals and objectives and their respective measures. Navigating down the left hand side of the model, one moves through the organizational structure of the county, along with each level's corresponding objectives and measures. At the process activity level, the process activity objectives map up to the corresponding business process objectives, which in turn, map up to the corresponding core service objectives, which ultimately map up to the community goals and objectives. In this manner its possible to discern whether the resources assigned throughout the organization are aligned and support the organizational and community level desired outcomes. Stated objectives throughout the model align and support community goals. With GovMax it is easy to follow how fiscal and human resources are directly mapped to deliverables. The deliverable is the product or service delivered to the taxpayer, which is the output of the county processes.
