Sarasota - Strategic Operations


Operations refers to what and how we do work. Most organizations are organized in a traditional heirarchy for this purpose, for this is the industrial model held dear for the last 100 years.

In the timely delivery of outcomes, it is often beneficial to avoid certain bureacratic elements and drive for performance.  Frequently, this non-traditional element is referred to as a parallel organization.

Sarasota County's organization is formally defined in a construct known as 'Business Centers', although if you ask someone within, the answers you would receive would center around 'core services'.  Through a deliberate and focused process, the organization worked to define the products and services delivered (the deliverables) and refocused on the core services.  The following graphic illustrates the interweaving of Business Centers and Core Services. 

Each core service and support service developed a strategic plan to guide their goals and operating performance. This strategic plan is incorporated within an organizational management system called GovMax. GovMax is Sarasota's management tool for high performance: it manages the resources of the organization while aligning from top to bottom.  This link describes the path Sarasota has taken to high performance.

Each core service strategic plan develops a vision and mission statement, includes the traditional SWOT (strengths, weaknesses, opportunities and threats) analysis, funding allocations, and measures that will drive performance.
